Level? It depends i guess he suprassed Master Raven in fightning style. I'm going to put him on Town Level possibly to Mountain/Island Level he should be able to match strongest characters and even overpower them by his agility and techniques. After all Raven is capable of facing Yoshimitsu, Jin, Kazuya, Lars and Alisa, Azazel or throwing 80 tons Nancy is indeed a good feat. I don't think he suprassed anyone of characters i mentioned above maybe except for Nancy but he's indeed pretty strong.
