They should do fine for doing solid damage towards Jin Kazama in the fights they had with him and Jin is stronger than the TMNT team combined.

For matchup, I put Shredder against Raven, Bebop against Leroy Smith and Rahzar against Hwoarang. Not sure if it’s the best matchup, but it’s what I got.

Yeah. Shredder is smart, keen and fast enough to keep up with teleportation and clone creation.
