It's time for grandma.
Kazumi is Heihachi's wife and a member of the Hachijo Clan which is known as the assassin clan with Devil Gene so they are probably strongest clan in the universe which can also be confirmed by the fact that Kazumi was rivals with Heihachi before they fell in love with each other, so she must have had enough strength and talent to at least keep up with him. I bet even in base form and the girl was taught martial arts by Jinpachi. (personally i think that another person from Hachijo's clan and not related to Mishima could be a good villain for the next Tekken game but that's not what i'm talking about here) As a person who was to become a threat to the world possessing Devil Gene and trained by probably strongest (or one of) people in the world and being a rival of his son who had even greater potential she promised to be a really powerful character but was she actually so strong? not necessarily.
In fact she fought against Heihachi which alone should put her high but it was younger Heihachi (which was probably also weaker than he is currently) and i don't think he wanted to kill her because hed a tear after battle and screams her name he was probably concerned about the fact that he had to do it. Personally i like to think Heihachi had to struggle against Kazumi a lot more like he did with Kazuya but not really. Let's also take into account that this Heihachi is probably weaker than the one from Tekken 3 who lost to Ogre, whom Paul (basically an ordinary person) defeated (the only thing that can be said in defense of Ogre is that Heihachi weakened Ogre and Paul only finished him off but still should be likely stronger than Kazumi) so Kazumi is quite weak in comparison. For me Kazumi as someone with such impressive power should be far stronger than likes of Paul for me her base form should be comparable or superior to Paul and definitely should in Devil form force Heihachi to really go all out. I don't mind that Heihachi wins this battle because the guy is really strong but at least she should give him really tough battle.
As for her tier
This is her scale according to story events
Normal Mokujin = base form
Silver Mokujin = Devil form
Base Kazumi it's hard to say how strong she is but she's definitely somewere around low, mid and high tier which could put it even lower even Kuma II... a character who should be world threat...
and this is the level i would give her myself
In my opinion Kazumi should be around that strong since she rivals Heihachi from the beginning so she should be comparable to other Mishimas and as for her Devil Gene form we have seen (although mainly non canon when Devil Gene users could actually be a threat to the entire world and a person with such impressive things like Kazumi should defiintely be among the strongest characters in series and no ordinary human or animal (for Tekken verse) should be able to surpass such character.

As readers of pt1 know, I’ve always wondered how strong these characters really are. So here:
Our first topic we will cover are things such as cyborgs or androids.
Robotics are common in this world. In this world, tech also seems more advanced, making humans slightly smarter. For example, Bryan Fury was dead, but was turned into a cyborg zombie. Bryan also has extremely strong physical strength, able to shrug off gunshots and deep cuts like they’re nothing. This just says that this world is extremely powerful and dangerous to live in. Now, speaking of cyborgs, many robots are in the Tekken universe, mostly built to battle. For example, the Jack line and Alisa.
We shall now discuss Jack. At first, Jack was just a robotic strongman. Many of us could tell. But, as you can see with the case of Jane, some Jacks had emotions. That tells us that the Tekken world is more advanced than seems. However, when Jane rebuilt Jack after it was destroyed, it was no longer able to have emotions. Which tells us that this world is, although fancy, painfully limited.
Then comes another example of sentient androids. Alisa Bosonovitch. If you remember, Dr. Bosonovitch built Alisa to replace his deceased daughter. However, Alisa became powerful. She could remove limbs and use hyper-powerful chainsaws, and turn her head into a bomb. She could destroy things. That just tells us that Alisa is extremely strong.
In the events of Tekken 6, Alisa grew feelings for Lars Alexandersson. (Speaking of Lars, how can he be “Alexander’s son” when he’s Heihachi’s illegitimate son? He should be “Lars Heihachisson.”) That tells us that, although Alisa is strong, she is sentient.
Now let’s get us back to my favorite character, Bryan. Unlike Alisa or some Jacks, he does not seem to have feelings. He is a chaos machine. The logic of Bryan works like this: Destroy things, manically laugh. Destroy more things, laugh again. Bryan does not care who he kills or destroys. He just fights, fights, fights, fights, fights, fights, fights, fights, fights, fights, fights, fights, fights, fights, fights, fights, fights, fights, fights, fights, fights, fights, fights, fights, fights, fights, fights, and fights some more.
Speaking of robotics with no emotions, Mokujin is a unique example. He does not seem to have feelings. He just guards peace. That gives him one restricted feeling of duty and peace. However, he was given magic powers to transform into any other creature, making whoever created him extensively knowledgeable and powerful. The same goes for Combot, Tetsujin, and Kinjin.
Then, the second topic becomes apparent: The ordinary and mundane.
That saying, this world is not ordinary at all. Even the weakest fighters have some power.
Leo is an example I’ll get to. How or are they, again? 19? 20? Yeah, that’s right. They’re barely of age, and yet they can dodge gunshots and kick and punch with inexplicable force. Leo is quite the superhuman.
Then, there’s Paul. Paul has extreme force and can attack like crazy. He can also harness Ki, in the form of fire. Paul’s friend Law and his son Forest are also similar, as they can use extreme force and punch and kick quickly.
So even everyday people can harness Ki in this world. Quite strong.
In fact, even rough and tumble fighters such as Marduk and Miguel can resist gunshots and punch hard enough to punch through rock. (Hey, when I was four, I created a hole in my house. Does that count?) That just says that this world is crazy powerful.
It never ends in the Tekken-verse.
